Obnoxiously reminds developers to remove their local object code daily

To use:
1) Download ClipseyInstaller.exe. (Zip version also available)
2) Run ClipseyInstaller.exe and install. Clipsey should start automatically when the installation completes.

Notes:
- You don't have to run Clipsey on startup, but that's kind of the whole point. This can be disabled by right clicking on the Clipsey icon in the system tray and selecting "Run Clipsey on startup".
- Clipsey will only bug you if you actually have local object code on your client.
- Clipsey will only bug you once per day... unless you close it or log out.
- To find the icon in the system tray, you may need to click the small arrow to show hidden items.
